Comprende todos los pasivos contraídos en moneda extranjera, la mayor parte de los cuales tiene costo financiero.  Los rubros más importantes son:

Corresponde este grupo de cuentas a los diferentes préstamos y descuentos efectuados por el Banco de la República, especialmente a través  de las distintas líneas de fomento,  Estos recursos representan un costo financiero expresamente fijado por la Junta Monetaria.  Los renglones más importantes son:

Se puede apreciar que las corporaciones son intermediarios financieros que dedican un alto porcentaje de sus activos   a préstamos e inversiones.  Su actividad, por consiguiente, es muy similar a la de los Bancos, con algunas diferencias  en cuento a la composición y plazo de su cartera e inversiones y en la estructura de pasivos, ya que las corporaciones, no pudiendo captar depósitos de cuentas corrientes y ahorros, tienen como fuentes primordiales de recursos los C.D.T. , las negociaciones de cartera, la financiación en moneda extranjera y los recursos del Banco de la República.










Teniendo en cuenta las anteriores aclaraciones, el análisis financiero de las corporaciones  en esencia debe responder a los mismos interrograntes que el análisis de los Bancos.

EASTER AND RELATED HOLIDAYS






Although the Christian religion gave the worrld Easter as we know it today, the celebration owes its name and many of its customs and symbols to a pagan festival called Eostre.  Eostre, the Anglo-Saxon goddess of springtime and sunrise, got her name from the word east, where the sun rises.  Every spring northern European peoples celebrated the festival of  Eostre to honor the awakening of new life in nature.  Christians related the rising of the sun to the resurrection of Jesus and their own spiritual rebirth.  

The Crucifixion did, of course, historically occur in the spring.  The Last Supper, which took place on a Thursday, the day before the Crucifixion was a tradicional.  Jewish Passover feast.  The early Christians celebrated Easted on the same date as Passover.  But they were dissatisfied with this data because they wanted Easter to fall on a Sunday every year, and Passover did not.  For some time, Easter was celebrated on different dates in different places.  Finally, in 325  A. D.  a council of churchmen solved the problem with the help of astronomers.  They decided that Easter should be celebrated on the Sunday following the first full moon after March 21.  The full moon was important because, many years ago, it helped to guide travelers who wished to join friends and relatives at big Easter festivals.

Many modern Easter symbols come from pagan times. The egg, for instance,  was a fertility symbol long before the Christian era.  The ancient Persians, Greeks, and Chinese exchanged eggs at their spring festivals.  In Christian times the egg took on a new meaning, symbolizing  the tomb from which Christ rose.  The ancient custom of dyeing eggs at Easter time is still very popular with American children.

The Easter bunny also originated in pre-Christian fertility lore. The rabbit was the most fertile animal our ancestors knew, so they selected it as a symbol of new life.  Today, children enjoy eating candy bunnis and listening to stories about the Easter bunny, who supposedly brings Easter eggs in a fancy basket.

Traditionally, the meats associated with Easter are lamb and ham.  Both of these meats have had symbolic meaning since ancient times.  In the Old Testament, Abraham used the ram as a sacrifice after God  ordered him not to skill his son Isaac.  The sacrificial lamb has always been a part of the Passover tradition.  For Christians, the lamb symbolizes the sacrifice of Christ.  For thousands of years, the pig has been a symbol of good luck.  On Easter Sunday, smoked or cooked ham is the traditional main course in both Europe and the United States.

Easter is a time for rejoicing. The continual rebirth of physical life on earth symbolizes the eternity of spiritual life.  But the deeper significance of Easter lies in a profound paradox.  The story of Christ implies that for all Christians the source of eternal life is physical death.

Christians observe several holidays in remembrance of the last days of Christ and His Crucifixion:

Shrovetide  is the English name for the three or four days precceding Lent.  Years ago, when Lenten restrictions were far more rigorous than they are today, Shrovetide was celebrated everywhere by parties, games, dances and feasting.  It is still carnival season in many European Countries.

The last day of Shrovetide is called Shrove Tuesday or Mardi Gras  (French for fat Tuesday).  In the United States, a few southern cities have elaborate Mardi Gras celebrations.  The most famous one occurs in New Orleans, Louisiana.  The New Orleans Mardi Gras lasts six days and features torchlight parades, beautiful floats, marching bands, and masked costume balls.  Thousands of tourists come to see this event.

Lent begings with Ash Wednesday.  On this day, when a Catholic approaches the church altar,  the priest makes the sign of the cross on his forehead with penitential ashes.  Lent extends for forty weekdays before Easter Sunday.  It honors the forty days that Jesus spent alone in the desert, fasting and praying.

Palm Sunday, the beginning of Holy Week, conmemorates tha day that Jesus rode into Jerusalem on a donkey with the people cheering and spreading pal branches on the parly before him.

Maundy Thursday (Holy Thursday) comes three days before Easter.  It is in remembrance of Christ´s Last Supper with His disciples.  Maundy means a command.  At the Last Supper, Jesus commanded his disciples to love one another.

Good Friday, the saddest of Christian holidays, recalls the Friday of the Crucifixion.  It is a day of  penitence and mourning.  The name is probably a corruption of God´s Friday Current American Good Friday customs include eating hot cross buns (spiced rolls decorated with the mark of the cross) and attending church services.

Easter Sunday begins early for many American families.  Many people attend sunrise services, a custom bought to this country by European settles.  Easter is a family day.  After services, relatives get together for large Easter dinners.

It is an almost universal custom to put on new clothes at Easter -  a whole new outfit or at least a new hat or new pair of gloves.  This custom predates.  Christianity, originating in pagan spring festivals. It also reflects the early Christian custom of new white Easter robes for the newly baptized. Now many American cities have Easter parades.  People enjoy the return of milder weather by walking outdoors to displey their new spring clothes.

PASSOVER


Passover,  the festival which Jesus was celebrating at  the Last Supper, is still one of the most important Jewish holidays.  It is a tribute to freedom, commemorating the liberation of the Hebrews from slavery in ancient Egypt.

According to the Book of Exodus, almost four thousand, years ago the Hebrews were kept in bondage in Egypt.  The men were used as workers to build great Egyptian monuments.  Whwn Moses asked Pharaoh the ruler of Egypt, to let the Hebrews make a religious pilgrimage, Pharaoh refused.  For this refusal, God punished Egypt with a series of horrible plagues.  The last and worst plague was the death of every Egyptian firstborn.  The Hebrews escaped this punishment by sprinkling their doorposts with the blood of a lamb.  The Angel of Death "passed over"  households so marked.  Thus, the holiday is called Passover.

After this final plague, Pharaoh agreed to release the  Hebrews.  Then he changed his mind and sent his soldiers  after them.  Another miracle - the parting of the Red Sea  -  allowed the Hebrews to escape from their Egyptian pursuers.

While preparing to flee from Egypt, the Hebrews ate flat, unleavened slabs of bread  (called matzos) because there was no time to wait for their dough to rise.  Today,  Jews all over the world observe Passover and eat matzos in memory of the hardships their ancestors suffered.  Ortodox and Conservative Jews outside Israel observe the holiday for eight days,  Reform Jews and Israeli Jews for seven.

Passover, like all Jewish holidays,  begins at sundown.  On the first and second nights of the holiday, Jewish families have a especial feast called a seder.  Before and after dinner, prayers are recited, songs are sung,   and the story of the deliverance from Egypt is retold. Foods with symbolic significance - matzos, lamb, eggs, and wine - appear on the table and are part of the religious service.

The Passover story of delivery from bondage was to many Christians a foreshadowing of man´s redemption from sin through the death and resurrection of Christ.  Those in many ways the spring holidays of Easter and Passover remind us of the common heritage of Christians and Jews the world over.

PLAN NACIONAL DE REHABILITACIÓN.



Es preciso analizar ahora las políticas públicas que inciden en el ámbito nacional en los contextos fronterizos y que han sido diseñadas, para responder a los problemas nacionales expresados en conflictos socioeconómicos y político-ideológicos.

Dentro de estos flujos se destacan el Plan Nacional de Rehabilitación  (NO SE REFIERE A LA REHABILITACIÓN DE LIMITADOS FÍSICOS Y MENTALES) inicialmente vinculado con la Política Nacional de Paz del gobierno Betancur y luego con una Política de Cambio para la reconciliación, la Normalización y Rehabilitación, planteada en la administración Barco.


  1. Plan Nacional de Rehabilitación o Plan Social para la Paz.  La Política Nacional de Paz se programó en tres fases distintas:   

  • La primera llamada Proceso de Pacificación  período 1.982-85  y se orientó básicamente hacia un logro de un díalogo entre el gobierno y los grupos armados, mediado por una Comisión de Paz encargada de acordar los términos del proceso.  (El eterno paseo de la Habana, los mismos y muchos más yates, impacto social desastroso por la demora en los acuerdos, ).
  • La segunda fase, Obtención de la Paz, se programó para el período comprendido entre 1.985-88 y se concretó en el PNR de la administración Betancur, las políticas de éste plan fueron las que concretamente tuvieron un impacto sobre el desarrollo de los contextos fronterizos.  
  • La tercera fase denominada Consolidación de la Paz se planeo ejecutarla en 1.988.  (No existen actualmente puntos de consolidación que ofrezcan una Paz estable y duradera Paz, Equidad y Educación es el slogan actual, pero se requiere atacar primero la corrupción).
El PNR elaborado por el Departamento Nacional de Planeación (DNP),    ( En la actualidad, la versión Satelital no muestra realmente las comunidades y sus nombres verdaderos , La farsa se maneja a todos los niveles, pues han sido alterados los datos y las actualizaciones no han sido correctas, ni actuales), fué entonces uno de los componentes de la política de paz del gobierno Betancur. tratando de responder a las causas objetivas de la violencia política, que aún viene azotando las distintas regiones del país.

En el diagnóstico del Plan se examinaron las características de la violencia y sus antecedentes históricos, con el ánimo de identificar los factores que han venido determinando su aparición.

Al analizar la dimensión temporal de la violencia,  El Plan tomó en cuenta sus ANTECEDENTES HISTÓRICOS;  EL CONTEXTO INTERNACIONAL, el Estado y la rigidez del sistema político.  En ese entonces se tomó en cuenta: El clientelismo la resistencia a las reformas y los factores coyunturales, Los problemas urbano y agrario, para finalmente concluir  que la violencia política de los últimos 10 años, a pesar de estar enraizada en la violencia de los años cuarenta y sesenta, presenta características muy diferentes a las de esa época  "... la de ahora no es una violencia dispersa sino organizada y con objetivos políticos determinados que buscan profundas transformaciones de la Estructura Social".

Se concluyó también que la ausencia del Estado y la carencia de canales institucionalizados de expresión ciudadana y de respuestas a sus demandas, así como el marcado centralismo, superado ahora con las ayudas Electrónicas,  Han sido causales del fenómeno de la violencia especialmente en las zonas rurales.  Los practicantes en las zonas rurales se van con sus aparatos a "pasteliar y a jugar" y no realizan ningún trabajo de campo que requiere una entrega total a la comunidad.   Se requiere un Plan estructurado, elaborado por dichos "profesionales"  que sólo van a chatear y a chicanear en sus cuatrimotos, por vías veredales, estrechas y altamente peligrosas, MAL USO DE LA TECNOLOGÍA.  ESTA SE REQUIERE, PRECISAMENTE PARA SACAR LA ZONA RURAL DE SU ATRASO.

El Plan de la Época examinó la dimensión espacial y se consideró como criterio de selección a aquellas regiones más afectadas por los enfrentamientos militares, de este criterio surgió la siguiente regionalización.  
  • Alto Magdalena,  
  • Alto -Sinú  -  San Jorge,
  • Ariari-Guayabero, 
  • Caquetá-Putumayo, 
  • Cauca-Centro-occidental, 
  • Cesar, 
  • Rio Minero, 
  • Urabá, 
  • Alto-Saldaña, 
  • Arauca, 
  • Bajo-Cauca, 
  • Bota Caucana, 
  • Cauca Norte, 
  • Magdalena Medio, 
  • Sumapaz.

Para cada una de estas regiones se hizo una caracterización de los fenómenos de violencia en relación con el proceso de urbanización (la falta de un buen PBOT, en el momento este proceso ha llevado a resultados  atroces y a las ciudades a colapsar), el sector agrícola  (en este momento padecemos pestes, que han perjudicado los sembrados y los cultivos); la vinculación de cada una de ellas con el Estado Central; el acceso al mercado de sus productos; ; el proceso de colonización; las disparidades sociales y el proceso de migración.  que ahora le llaman "los irregulares" los DOTORES, para no atender a los pequeños,  a los que nacen en frontera o en territorio Colombiano.  


  • Posteriormente las regiones se clasificaron de acuerdo con su función económica y su potencial a corto plazo y se establecieron los rasgos básicos que las caracterizan.
  • La mayoría de la población no tiene la oportunidad de participar en el proceso de toma de decisiones.
  • Las regiones presentan condiciones desiguales y hetereogéneas en términos demográficos, económicos y sociales.
  • La agricultura tiende a ser la actividad más generadora de empleo.
  • Se presentan conflictos estrechamente relacionados con la tenencia de tierra, que se reflejan en el estancamiento de la agricultura parcelaria; en las escasas oportunidades del agricultor tradicional y en el aumento de los niveles del desempleo a causa de la expulsión de los pequeños campesinos para ocupar los suelos con litifundios ganaderos.
  • Economías regionales frágiles a causa del papel secundario que juega el sector industrial.
  • Las actividades económicas de gran escala cuando están presentes tienen un carácter de enclaves.
  • En la mayoría de las regiones se presenta un proceso de degradación ecológica que están reduciendo las posibilidades de subsistencia de la población.
  • Las condiciones de vida de la población son inferiores al promedio nacional.
  • La presencia del Estado ha sido muy precaria y por ello se hace imposible la participación de las regiones en la toma de decisiones por las vías institucionales y no existen comunidades organizadas que puedan promover programas de desarrollo regional y local.

El Plan se propuso como objetivo general transformar los escenarios de violencia en campo fértil para la concordia y el desarrollo.    Hoy se habla de una Paz duradera.  Sus líneas directrices estuvieron encaminadas básicamente a mejorar las condiciones sociales, buscando garantizar la disponibilidad de vivienda; el acceso a centros de servicios básicos; la solución a los problemas de nutrición y salubridad.  De igual manera se buscó garantizar la participación del Estado en la resolución de conflictos civiles y laborales.  También, desde la dimensión económica, se pretendió dar apoyo a las actividades productivas que generarán una dinámica de crecimiento autosostenido y un control  por parte de los habitantes sobre sus medios de subsistencia.


2.  Plan Nacional de Rehabilitación  -  Plan Nacional para la Reconciliación, la Normalización y la Rehabilitación.

El gobierno de Barco ingresó el PNR a la política general de desarrollo, que estuvo desde un principio orientada a la Erradicación de la pobreza absoluta, buscando redestribuir las oportunidades de desarrollo y producción de modo favorable para las regiones más marginadas del desarrollo nacional.  De tal manera, las áreas definidas para el PNR de la administración Barco, fueron aquellas con mayores niveles de pobreza  y con menor presencia institucional.
El PNR se constituyó en parte integral de un proyecto político cuyo objeto central fue llevar a cabo un proceso de pacificación como respuesta a una coyuntura política, económica y social del País.

La organización institucional para la coordinación del Plan estuvo desde el principio a cargo de la Consejería Presidencial para la Reconciliación, la Normalización y la Rehabilitación a través de la Secretaría de Integración Popular.   Estas instancias centrales debieron ser articuladas posteriormente con unos Comités de Rehabilitación a través de la Secretaría de Integración Popular.  Estas instancias centrales debieron ser articuladas posteriormente con unos Comites de Rehabilitación, mediante los cuales se buscó establecer vínculos entre el Estado y la Población.

Adicionalmente se proyectó delegar un coordinador de rehabilitación en cada sede departamental de la Consejería Presidencial para la reconciliación, la Normalización y la Rehabilitación.  Este coordinador, asociado a la Secretaría de Integración Popular, estaría a cargo de coordinar regionalmente la ejecución del Plan.

Con esta estructura organizacional, la administración Barco inició una nueva fase en la que los objetivos y los procedimientos. se institucionalizaron  con el propósito de superar las instancias, tales como la Comisión de Paz del cuatrienio anterior, carentes de la suficiente fuerza constitucional y legal para darle permanencia social y proyección política estable a los alcances de la reconciliación.

La estructura institucional, para llevar a cabo los propósitos de dicho plan, busco responder a la necesidad existente de llevar el Estado a las regiones más marginadas del País.  Esto bajo el reconocimiento de que la presencia activa del Estado y su vinculación directa con las comunidades permitiría el establecimiento coherente de las estrategias de desarrollo regional y nacional.

....  La estrategia global del Plan tomo en cuenta las características específicas de cada contexto y se apoyó básicamente en cuatro lineamientos:  en primera instancia, consideró la vinculación al desarrollo nacional para establecer el papel que desempeña cada una de las regiones fronterizas dentro del desarrollo nacional y para orientar la adopción de una política económica que impulsara las tendencias productivas de cada una de ellas.

En segunda instancia, con el fin de reforzar la competitividad de los mercados fronterizos frente a los de otras regiones, tomó en cuenta la integración económica binacional como medio para estimular las actividades de producción que presentan ventajas para las fronteras.

En tercera instancia, abordó la problemática social buscando orientar la ejecución de proyectos hacia la satisfacción de las necesidades de la población.  Y finalmente, 

En cuarta instancia, presentó como pilar de apoyo el proceso de descentralización político-administrativa y fiscal, el cual se consideró como un vehículo indispensable de garantía del éxito de la política de integración.

En el Plan se contempló llevar a cabo dos líneas de acción básicas:

  1. Promover la inversión pública en infraestructura de transporte, energía, comunicaciones, turismo y servicios públicos.
  2. Impulsar las Zonas Económicas Especiales con el fin de desarrollar proyectos binacionales, estimular e incentivar la inversión privada y aplicar los instrumentos de descentralización y consolidación de planificación regional.
Posteriormente el Plan presentó los programas y proyectos de inversión y desarrollo, diseñados de acuerdo a los requerimientos primordiales de cada uno de los contextos fronterizos bajo los criterios expuestos por las entidades de planeación y ejecución, tanto del nivel nacional como regional.  Los proyectos se clasifican en:

  • Estrategias nacionales, consideradas como las que se proyectan más allá del ámbito regional al extender sus efectos sobre la estructura económica nacional.
  • Proyectos líderes regionales, que recaigan directamente sobre los sectores productivos y sobre aquellos orientados a la construcción de infraestructura física.
  • Proyectos complementarios, identificados con la acción del Estado, orientados hacia los aspectos relacionados con salud, educación, justicia y comunicación entre otros.
Finalmente, el Plan presentó los términos de su funcionamiento y el esquema de organización y coordinación institucional. para marzo de 1.986, el Plan Fronteras, había sido formalmente aprobado por todas las instancias gubernamentales a través del CONPES. Se determinó que entre 1.986-90 se invertiría en las regiones fronterizas $304.012 millones de pesos.  De acuerdo con información dada en la Sección Fronteras del Departamento Nacional de Planeación, esta suma contenía un paquete de diversos programas para llevar a cabo en los últimos meses del gobierno de Betancur.  Por esto dentro de esos 304.012 millones de pesos tan solo aproximadamente 15 millones serían para invertir en los contextos fronterizos.  Dicho Plan no se ejecutó, ni se generaron los estímulos e incentivos estipulados en el Estatuto de Fronteras.

MANEJO DE LA MICROCUENCA.

Asunto  :  Manejo de las Microcuencas.


Con el fin de ilustrar un poco el manejo del agua y eliminar los diferentes conceptos, parte de la ignorancia colectiva, permítame exponerle para su aplicación, los puntos más relevantes.  Esto como parte del aporte del Comité Internacional de Protección  Medioambiental.

El ciclo del agua
El agua está siempre en movimiento. A veces, como en el caso de los ríos, fluye y a veces se transforma del estado líquido (agua) al gaseoso (vapor) al solido (hielo o nieve). Pero la cantidad total de agua en el mundo nunca cambia. Toda el agua que hay cae del cielo a la tierra, se entra en ella y fluye luego en los ríos, lagos y océanos para evaporarse de nuevo y subir hasta el cielo. Este movimiento se conoce como el ciclo del agua.

Las cuencas pequeñas... ... son parte de una cuenca más grande.
Las cimas y las crestas de las serranías forman las fronteras de todas las cuencas hidrográficas.  El calor del sol hace que el agua se evapore de la superficie de los lagos, ríos y el mar, hacia el cielo.  Las plantas y el suelo también liberan agua.

El agua entra en el suelo y alimenta las plantas y los árboles. Luego penetra hasta el subsuelo, donde se almacena como agua subterránea, fuente de agua de pozos y manantiales.  Las nubes transportan el agua y la sueltan de nuevo sobre la tierra como lluvia y nieve.

El agua corre a través de la superficie de la tierra en arroyos, lagos y ríos. Se requiere un apropiado manejo de los vertimientos de los pozos sépticos “ESOS TANQUES NEGROS DE AGUAS RESIDUALES”, con el fin de evitar deslizamientos de tierra.

Cómo las cuencas hidrográficas protegen el agua y la tierra. La mayor parte del agua de una cuenca no está en los ríos y lagos, sino en el suelo mismo. Una cuenca saludable tiene un buen abastecimiento de agua limpia y una tierra rica en nutrientes. Los árboles y plantas, especialmente los pastos ubicados en la parte más alta de la cuenca y a lo largo de las riberas de los ríos y arroyos, mejoran la calidad y cantidad de las aguas subterráneas.

Si protegemos y conservamos el agua, las plantas y la tierra, estaremos protegiendo también la cuenca hidrográfica.

Los humedales, que generalmente están al pie de las cuencas, filtran y limpian el agua a medida que ésta fluye.  Los humedales pueden incluso filtrar algunos contaminantes tóxicos.

Si el agua ingresa lentamente a los ríos a través del suelo, habrá más agua en ellos durante el período entre una lluvia y otra, y se producirán menos inundaciones durante las tormentas.

Los ríos y los arroyos son el sustento de la gente, peces y animales.  Las plantas y los árboles hacen que el flujo de la lluvia sea más lento, sirven para que el agua se extienda y se absorba en la tierra y evitan que arrastre demasiada tierra.  Ayuda a mantener un equilibrio ecológico, flora y fauna protegida.

Se realiza un Plan Básico de Ordenamiento Territorial en aras de mantener la vida y la salud de la población que vive en la región. Las edificaciones “piratas”  es decir no contempladas en el PBOT, ponen en peligro toda una población, permitiendo que los vertimientos de las aguas residuales  corran por los diferentes potreros, sin control alguno.

Los cambios en las cuencas se producen por:
Excavar en las cabeceras de los ríos para sacar materiales de construcción como grava y arena y minerales preciosos como oro; con frecuencia da lugar a la formación de charcos de agua estancada.
Construir represas en los ríos, lo que hace que el agua se estanque y cambie de curso.
• La construcción y destrucción de  caminos, que puede bloquear el flujo del agua y crear charcos.



Si el agua se mantiene en movimiento, los cambios en la cuenca no tendrían que ocasionar un aumento de las enfermedades transmitidas por la picadura de zancudos, tales como el dengue, el paludismo y la fiebre amarilla.
  • -          La deforestación hace que la tierra se erosione y que las inundaciones sean más dañinas.
  • -          La destrucción de los humedales para construir edificaciones o por el asfaltado de las calles da lugar a más inundaciones y contaminación del agua.
  • -      El mal manejo de los vertimientos domésticos, erosiona la tierra y provoca deslizamientos,  usar los flotadores de uso sanitario, no es el método apropiado.
  • -    Tenga en cuenta el material de los “tanques azules”   de almacenamiento de agua,  donde proliferan los hongos y bacterias, han sido reemplazados por otros con normas   ICONTEC.
  • -        Las explotaciones petroleras y mineras, la agricultura industrial y las fábricas producen sustancias tóxicas que contaminan el agua.

THE  AMERICAN CHARACTER

What is an American?  What are his attitudes  and values? Is there a typical  American personality or outlook?.  Dare one generalize about 212 million people living in an area of 3.615.123 square miles?

The United States is a huge nation, the fourth largest in the world.  Within its borders, there are vast regional differences in climate, geography, and historical experience.  Each section of the United States is ofeten thought to have its own customs and attitudes, and stereotypes have developed about the people of each region.  For example, The New Englander is tlescribed as stern  and self-reliant, the Southerner as adacious and leisurely and the westerner as casual and friendly.

Most regional distinctions, however, have been erased by modern transportation, communication, and mass production.  From coast to coast, we find the same  kinds of shopping centers, supermarkets, motels, suburban houses, and urban apartments.  National advertising has created national tastes in consumer goods.  Home furnishing, cars, and clothing look much the same throughout the nation.

Though some regional differences remain, most notably in cooking styles and speech patterns, the attitudes and values that Americans share are of far greater significance.   The pioneering spirit of the immigrant is still and  important part of the American Character.  Except for the slaves brought from Africa, immigrants came to America  voluntarily, eagerly, in search of greater prosperity and freedom.

In the mid-nineteenth century, the pioneering spirit led Americansettlers to travel westward by the thousands in search of land and gold.  This westward movement has never ceased.  Today, Northerners and Midwesterners are attracted to the West  because of good business oppoortunities and a mild climate.  From 1.950 to 1.970.  Los Angeles (the nation´s third largest city) grew 43 percent in population, while Tucson and Phoenix  (Arizona´s two major cities) grew more than 400 percent!.

The desire to start a new life in a new place is noticeable throughout the nation. About 40 million Americans change residences every year.  The average American moves fourteen times in the lifetime, compared to five moves for the average Japanese.  Because so many people move.  so often, even those who stay put have a steady supply of new neighbors.  In the United States, one cannot go home to find one´s past.  The old neighborhood revisited usually looks completely different, with high-rise building on the old softball sandlots.  Childhood friends have long since moved away.

Much os this residential shifting is local and primarily related to the need for bigger or smaller living quaters as family size changes.  Some local moving is also related to neighborhood changes.  When families move into higher income brackets, they often move into nicer residential areas, leaving the older, deteriorating neighborhood to poorer people.  Long distance moves are often related to job opportunities.  Some workers move from a city where there is little chance of employment to another city where industry is expanding.  Some workers move from a city where there is little chance of employment to another city where industry is expanding.  Some workers, employed by large corporations, move from one city to another because job promotion within the company requires such changes.  In addition, about half  of the natio´s young single adults  live away from their home tows because they are attending college, serving in the armed forces, or just seeking new and independent lives.

What does all this moving about do to attitudes and values?  Vance  Packerd, one of the nation´s well-known nonfiction writers, discusses the problem in his popular book A Nation of Strangers.  He belives that the highly mobile American society leaves individuals with feelings of rootlessness, isolation, indifference to community welfare, and shallow personal relationships.  He urges that efforts be made to stabilize our shifting population so that Americans can "rediscover  the natural human community"

Americans who do not change residence are also on the move  -  traveling by air or auto to see their own country and to visit others.  The need to explore a new frontier is basic to the American character.  Now that most of the nation´s wilderness is settled, the frontier of outer space  has become the latest challenge.

The corage to try something new has been an American characteristic since colonial times, when the nation´s founding fathers started one of the greatest experiments of all times  -  The creation of  American democracy.   The citizens of the United States, through their elected representatives, establish the nation´s laws and determine its foreign policy.  Those who disapprove of the laws and policies established by their representatives may openly express their disaproval and try to elect new representative to carry out their wishes.

American democracy means majority rule, but it also means protection of minority rights.  There are certain freedoms which the United State promises to all its citizens, and members of minority groups cannot be denied these rights by a vote of the majority.  The basic rigths of every citizen,  outline in the first ten amendments to the Constitution, are known as the Bill of  Rights.  These rights include freedom of speech, freedom of religion, and freedom from unreasonable search and arrest.

In the United States,  democracy is not only a form of governments; it is a way of life.  The belif that those who must live by the rules  should help make the rules is basic to nearly all American institutions and organizations.   American children are introduced to the democratic concepts of majority rule and representative gorvernment at a very early age.  Many families hold weekly meetings to determine household rules and activities.  Most schools have a student council with elected representatives so that students can voice their opinions about school regulations and activities.  Social, civic, labor and charitable groups elect their officers and vote on issues.  In business, stockholders elec the directors they feel are best qualified to control de company.  Local and state governments are also based upon  democratic principles.

"All men are created equal," says the Declaration of Independence.  This statement does not mean that all human beings are equal in ability or ambition.  It means, instead, that all people should be treated equally before the law and given equal privileges and opportunities,  insofar as government can control these.  In practice, this ideal often does not work perfectly.   There have always been those who would deny the rights of others for their own self-interest.  There are times when the American people need to be reminded that any denial of basic rights is a weakening of the total system.  However, equal treatment and equal opportunity for all are ideals toward wich American society is moving ever closer.

The American belief in equality of opportunity is ilustrated by the Horatio Alger myth. Horatio Alger was a nineteenth-century American novelist who wrote stories about poor boys who becames successful.  His books told about the little newsboy or bootblack who, because he was hardworking, honet, and lucky, grew up to become rich and respected.  These popular "rags-to-riches" stories exemplified the American Dream  -  the belief that any individual, no matter how poor, can achieve wealth and fame through diligence and virtue.

For many immigrant Americans, this dream became reality.  Most of them, particularly those who came to the United States during the nineteenth century, were peasants and laborers in their native lands.  Wiithin a generation  or two, nearly all these immigrant families rose on the social and economic scales.  Financial success was often the result of taking a risk, of quitting a salaried position and starting a new business, Becoming an entrepreneur is still an open, though sometimes rugged, pathway to prosperity.

Social mobility - movement from class to class - has always been characteristic of the United States.  However, although sociologists talk of the country´s class structure, most Americans do not think in these terms. They do not see themselves as struggling to move from the lower middle class to the upper middle class.  Instead they think in terms of higher income to pay for a bigger house, a trip to Europe, summer camp for their children, or more retirement insurance.

Prior to the mid-1.960s, American initiative to experiment was encouraged by a generally optimistic outlook.  The typical American believed in trying something new in an attempt to make life better.  He had a firm faith in the possibility, even the probability, of progress. This attitude was based upon his own and his family´s past experiences.   Older people often told their children about how hard life had been before the invention of countless work-saving devices and read-made products.  Parents could remember tha days when orange juice had to be squeezed from oranges by hand rather than poured from a can and diluted.  Grandpa could recall mowing the lawn with a manual mower. Grandma described the old-fashioned washer and feeding the clothes into the wringer, piece by piece.  Great-grandma showed the blisters on her hands from churning butter and cranking the ice-cream maker.  Great-grandpa talked about walking five miles to school before the days of  public transportation and car pools.

Because life was getting easier, people assumed that it was getting better.  The prevailing American attitude was one invented by a French pharmacist who, in treating his patients by hynopsis, instructed them to say.  "Every day in every way I am getting better and better." Until the mid-1.960s, the typical American had this kind of faith in automatic improvement.  But by the end of the decade, this national optimism, which set the United States apart from all other nations, was gone.

Before the mid-1.960s,  Americand shared another happy attitude  -  a naive patriotism that said the United States was the best of all posible places; that American policy was determined by ethics, not expediency; that we had never fought an unjust war; that we were always on the side of right and ruled by noble motives.

Then came the 1.960s, a period when Americans realized that if conditions could change for the better, they could also change for the worse.  Even more frightening, people began to notice that the quality of life in the United States was already changing for the worse, and that if serious and immediate efforts were not made to stop the trend, life would soon be unlivable in this best of all possible places.  Americans also realized that their government, big business, and other major institutions were not always ethical and could not always be trusted to do what would be best for the nation and the world.

What killed American optimism?  First and perhaps most important, there was the Viet Nam War. During the 1.960s, American involvement kept growing, and the bloodshed entered the American living room via TV.  The horrors of our twelve years there - 46.000 American dead and many more Vietnamese - formed only one part of the violence which characterized the decade.  Several assas sinations of public figures and a continued rise in the violent crime rate led to a great demand for gun control legislation.  There were  race riots in many cities, student riots on many campuses, policemen with tear gas.

Disposable,, but indestructible products of plastic and metal were cluttering the land.  Consumers were asked to buy only products that could be recycled  ( converted back into raw material and manufactured into usable items over and over again) .  Recycling centers were created for the collection of newspapers, glass bottles, aluminum cans, and other reusable items.  Americans were encouraged to bring these products to the recycling centers rather than discard them with other garbage.

Ecology, wich refers to the interrelationship of living things and their environments, is a word which became familiar even to children.  Everyone was urged to ask  himself,   "What effect will my actions have upon other living things and eventually upon the quality of life it-self?" Americans, who produce about 30 percent of the word´s pollution, werereminded that the greatest polluters of all are people and perhaps the greatest of all threats to the enviroment is overpopulation.  Birth control was strongly advocated, and Americans responded  by having fewer children.

Out of all the negatives of the 1.960s came a great deal that was positive.  as Americans became fully aware of existing evils, They began to look for ways to combat them.  Americans responded in a typically American way;  by organizing.  Throughout the nation, groups of concerned citizens banded together to exert their united influence against the forces they dreaded.  There were anti-war groups, women´s lib groups, population control groups, groups asserting the needs and rights of various cultural minorities, groups fighting to protect the environment from pollution, and so on.  In general, these groups had two goals - first, to educate the public and thereby alter attitudes and behavior; second, to influence governmental bodies to pass ligislation that would benefit their causes.

Many people described the 1.960s as a decade overcome by pessimism and despair; yet during this period activists all over the nation still believed that by working together they could improve conditions.  Although somo activist groups were revolutionary, most were merely  reformist.   Their members believed  that necessary changes could be brought about without overthrow of the nation´s political and economic system.  Many problems of the 1.960s have remained with us into the seventies, but vigorous efforts to deal with them have met with some succes and have given the nation new hope.

Problems of pollution and consumption are greater here than elsewhere because Americans are dependent upon a great many possesions.  The United States contains only six percent of the world´s population; yet this six percent makes, buys, sells, and uses more than one third of the world´s goods and services.  Americans produce and consume more than any other nation.  Less than a century ago the average citizen had a list of seventy-one "wants".  Sixteen of these were considerednecessities.  Today, the average American´s wants have grown to 464, and only about ninety-four are considered necessities.

The American need to own things is partly the result  of mass advertising, wich urgen consumers to discard last year´s car or clothing in favor of the current models with the latest designs.  Some people are convinced that they must "keep up with the Joneses," that they must have whatever their neighbors have.  The old car or the old stereo set may work perfectly, but a never and biger one might raise the family´s esteem in the community.  Posessions become symbols of finnancial success; they elevate one´s social status.

Advertisers also appeal to the American desire to look youthful and be physically attractive.  Commercials attempt to sell many products- shompoo, toothpaste, deodorant  and soap, for example - by implying that their particular brand will help its user be more appealing.

But Americans also make many purchases for practical reasons.  The buy labor-saving devices to do routine household chores more quickly and easily.  Every house-wife wants a vacuum cleaner, an electric mixer, a steam iron, an automatic clothes washer and dryer, and a dish-washer.  Nearly every home-owning husban would like a power lawn mower, a snow-blower, and an electric drill.

Americans also buy things because they  like to do things.  Equipment  for hobbies and books about "do-it-yourself" proyects are are very popular.  Americans want to know how to cook with a "continental" flair while refinishing the bedroom furniture and making a million dollars in the stock market.   The American love of activity is part of a generally pragmatic outlook on life, a belief  that the value of knowledge is related to its usefulness.

Because of their tremendous expenditures for goods and services, Americans  are often accused           of being materialistic, the valuing above all else money and the conforts and pleasures  that money can buy.  However, Americans are, on the whole, quite idealistic.  They ask much more of life than just day-to -day enjoyment and financial security.  They ask that life be meaningful.  In choosing careers,  Americans consider the significance of their work just as important as the income the job will bring.   Also, most Americans are still under the influence of the protestant ethic, which considers a life of pleasure sinful and hard work ennobling.  Americans place great value upon useful activity.  In fact, many cannot enjoy their expanding number of leisure hours unless most of their "free" time is spent doing something constructive - such as working on the lawn or cleaning out the garage.  

True Americans enjoy money and the things it can buy .  But in defense of the so called materialistic.  American one expert in American culture points out.  ".... however  eager we are to makemoney, we are just as  eager to give it away. Any world disaster finds  americans writing checks to relieve distress.  Since the war we have seen the spectacle of the United States sending billions and billions of dollars worth of goods to contries less fortunate than we.  Write some of it off, if you will, to a desire to buy political sympathy; there is still an overplus of goodwill strictly and uniquely American.  Generosity and materialism run side by side.

The average American is also accused of being "rough around the edges"  -  that is, of lacking sophistication in manners and understanding of things cultural.  He tries hard to polish those edges trough education and travel.  But no matter how much he learns and sees, his interests are less with the past than with the present and future,  less with the decorative than with the functional.  He may be bored by medieval art but fascinated by modern engineering.  Foreigners will find him always ready to compare cultures, though he may conclude that American methods are more efficient and therefore better.  In expressing his views, he may be blunt to thr point of  rudeness.  He admires efficiency and financial success.

Eager to get as much as posible for his time and money, he is sometimes impatient, tense, and demanding.  Often,  he is in a hurry and unable to relax.  His intensely competitive outlook is probably his greatest fault.  But one must give him credit for his virtues; he is friendly, spontaneous, adaptable, efficient, energetic, and kindhearted.  All things considered, he is a likable guy.


Immigration took a tremendous leap after 1.880.  Between  1881 and  1920, 23.5 million aliens were admitted.  Nearly 90 percent of these newcomers were from Europe.   The government kept Asian immigration to a minimum after 1882 because American labor unions opposed the entry of immigrants from the Orient, fearing that they would threaten the jobs and depress the wage levels of white workers.  In the 1890s the sources of European immigration began to shift.  Between  1881 and 1890, 90 percent of American immigrants had come from northern and western Europe.  By 1911, 77 percent were coming from southern and eastern Europe - Italy, Russia.  Austria - Hungary, Rumania, Bulgaria, Greece, and what were later to become Poland and Czechoslovakia.  Many of those from Russia, Rumania and Poland were Jews  fleeing religious persecution.

During World War I, immigration declined due to traveling difficulties.  After the war, Europeans once again began crowding aboard ships to the United States. But American industry no longer needed them.  In 1921, Congress passed a quota law, limiting the number of Eastern Hemisphere immigrants for the first time.  The limit was 350,000 annualy, Subsequent laws reduced the annual quota even further.

From 1930 to 1945, legal limits and World War II kept immigration at a minimum.  But after the war, immigration rose sharply because millions were left homeless by the war.  About 4 million immigrants came to the United States between 1945 and 1964.  Special legislation admited large numbers of war brides, displeced persons, refugees, and orphans.  In the late 1950s and early 1960s the United States relaxed quotas to allow thousands of Hungarians and more than 150,000 cubans to enter the country.  To relieve crowded conditions in Hong Kong, several thousand non-quota Chinese were also permitted entry.

The American population probably includes representatives of every existing nation.  However, certain nationalities have dominated the immigration rolls.

SISTEMAS DE INTEGRACIÓN.





CONCLUSIONES.

Los sistemas de integración y la apertura económica en la medida que se implementan definen nuevas "reglas de juego" para los agentes económicos internos y externos, los cuales tienden a abrir espacios para nuevas formas de cooperación interempresarial, así como obligan a una mayor coordinación de políticas macroeconómicas y análisis de asimetrías sectoriales.

Si bien el ingenio humano crea permanentemente modelos y modalidades nuevas de cooperación económica, es importante captar y adaptar formas de cooperación implementadas en otros sistemas.











Así, la inminencia de aplicación de mecanismos como MERCOSUR e iniciativa para las Américas  aviva el interés y la imaginación para explotar oportunidades y efectivizar  ajustes en función de las nuevas condiciones que dichos sistemas traerán.  Al mismo tiempo la experiencia de Europa´92 y NAFTA sirven como antecedentes valiosos para Latinoamérica.

La adaptación de la empresa al medio y las circunstancias parecen ser la receta fundamental no solamente para sobrevivir sino para progresar.  La eficaz "lectura" del ambiente y su correcta interpretación pasan a ser fundamentales.




De entre los mecanismos de cooperación empresarial , uno ha merecido destacarse  especialmente por su validez y utilización;  se trata de la "Joint Venture"  o la asociación de agentes económicos para un proyecto de interés común,  compartiendo costos y beneficios.  Esta figura en sus varias modalidades ha sido empleada a lo largo de la historia, aunque se atribuye su nacimiento al mundo anglosajón en el siglo XVIII.  A pesar de su antigüedad todavía es motivo de discusión académica por los juristas que no concuerdan en su definición y en sus diferencias con otras figuras del Derecho.

Vulgarmente se interpreta la J.V. como una asociación de capitales (equity Joint Venture)  aunque la gama de posibilidades es amplia.


                                          




La "J.V." puede emplearse para proyectos domésticos y/o internacionales, siendo que en el segundo caso puede emplearse para atraer capitales y tecnología  "J.V." de  "Importación"  o como instrumento de penetración de mercados externos (J.V.  de "Exportación").  Tradicionalmente en los países en desarrollo la "J.V."   ha sido del primer tipo, siendo reciente la experiencia con "J.V."  de "Exportación"  . La J.V. de "importación" ha definido básicamente la relación entre un socio local y un socio extranjero de un país desarrollado, principalmente para operar en el mercado doméstico. También muchas J.V.  domésticas (entre socios locales )  se han creado principalmente para operar en el mercado local y excepcionalmente en el exterior.

La integración y las políticas de inserción internacional están fomentando la J. V. de "exportación", ya sea entre socios locales o entre socios de países vecinos.  Esta cooperación entre países en desarrollo es reciente, pero presenta un gran potencial.  El mercado meta puede ser solamente un socio, el de algunos o todos o un espacio geográfico mayor.

La poca experiencia en esta última modalidad, principalmente en el caso de pequeñas y medianas empresas, requerirá acciones de promoción y capacitación, tanto para despertar el interés como para su correcta implementación.

La negociación de J.V. entre países en desarrollo presenta sus particularidades y los "intereses" de las partes involucradas son diferentes de asociaciones similares entre agentes diferentes.

Así el marco legal y administrativo debe contemplar esta situación, requiriendo un "proyecto" específico.  El régimen de empresas binacionales entre Brasil y Argentina es un reconocimiento de lo anterior.

El sistema MERCOSUR ha sido reconocido explícitamente por EUA en el acuerdo denominado "4+1" y cuenta en cada país miembro con un apoyo político  amplio y del más alto nivel.  Cabe a la clase empresarial iniciar e implementar  a corto plazo acciones de ajuste y cooperación para operar eficientemente en el nuevo marco definido.

Este trabajo introductorio ha tenido como objetivo describir el concepto económico y jurídico de J.V., sus diferentes modalidades  y promover su empleo en el ámbito regional.
